This study aimed to unpack the ownership structures of Plymouth City Centre and understand how this might impact wealth retention and local wealth building. This study has never been done before as the data has not been available until now, therefore all previous master plans and visions were not informed by this understanding.

It found that over 5 years £672 million leaves Plymouth through the City Centre.

97.5% of this wealth leaves Plymouth through areas owned and occupied by companies based outside the city.

Areas which are predominantly under local ownership structures retain 80% of wealth in Plymouth.

This report shows that local ownership is one key to reinvestment, supporting local jobs, and making Plymouth City Centre thrive. 

It puts forward a way of doing things differently.
